As a global network of more than 750 civil society and community-led organisations, RISE UP publishes reports that document our collective work and strengthen the case for equitable, inclusive ocean governance. This library brings together our annual reports — a public account of the advocacy we led and the movement wins we contributed to — and will grow to include focus-area reports on the High Seas Treaty, small-scale fisheries, deep-sea mining and the ocean–climate nexus, alongside wider reports and analysis on the state of ocean governance.
A year of milestones for ocean governance — the WTO Fisheries Subsidies Agreement entering into force, the High Seas Treaty reaching 60 ratifications, and small-scale fishers and Indigenous Peoples shaping the agenda at UNOC3 in Nice. The report sets out our four strategic priorities, our 2025 key metrics, and the direction for 2026 and beyond.
